It increases the rate at which you get hit, meaning you have more chances to proc a block.
So yes, in a way it does.

You could go make a balance proposal for it if you feel strongly. But generally, give it at least a few days of testing before you jump the gun.

Which would be too much proccing given the ability is 5pt and is not a channel, whereas the BO equivalent is. And the ability is in the defensive (snb) tree.

Irrelevant you make dmg on ppl blocked you dont dmg your guard xD
