I think the reason people feel a little disgruntled is because the cap increase was raised without adding the gear to be able to use the new level.

In hindsight, the devs should have delayed the level increase until they had anni gear sorted out, the new scenario weapons sorted out, and the eblem/medal drops to be officers for those of higher level.

As it stands now, devs are in the middle of fixing bugs so the new gear/weapons/crests are going to have to wait a couple of days or weeks. As an alpha server, I don't mind this that much but would have loved a little more care to be given when only adding a few levels to tier 3 and not waiting for tier 4. Honestly, R39 would have probably been better just to have it all out already but it really doesn't matter. ;)

It also has to do with the fact that TB doesnt work... that was the one change that made the game playable instead of an instagib fest. Of course its an alpha server and its all being worked on, so we'll see, but right now its about as bad as 100 gear was.

No there is new gear, none of it is just as good as what was their before bar weapons

Dana already said there are no plans for new sc weapons and therefore more than likly no new sc sets either since it looks like the devs are focusing on PvE for the moment

Yeah it kinda sucks that were all reliving our ptsd of being ganked by rr100's without full TB but still in an alpha i could care less

TB is not needed it was there to bandaid rr100 we are only going up to rr80

It would be pointless to implement tb for this temporary level state only to have to roll it back late

TB could serve as a temporary bandaid until we get more levels, new sets etc. Respeccing renown is free anyways so reverting back would be a non issue.

I think it is not too bad.

If your 26-29 and not running set gear it can be nasty. But you can grind out stalker in T2 now pretty much while at 26. It might be a good idea to have a bit more of an overlap with T2. Maybe make T2 to 28. If you start T3 with stalker and an epic quest weapon, you are in pretty good shape.

People's memories are so short. Massive dps spikes and short ttk weren't introduced with the rr80-100 patch, they were always part of the game in tier 4. A lot of people were always unhappy with the short ttk. That is why defensive sovereign sets were introduced when sov gear was re-designed.

Annihilator gear should help the current situation because they were the healing sets for the healing classes, while the dps annihilator sets had a bias toward defensive stats on most classes.

For now, encourage people to spec more defensively if they are unhappy with the ttk. I always hated the fact that the AOR devs were too timid to put a page on the game's website that would encourage people worried about ttk to spec more defensively, and show them how to do so. Instead, all we got were idiots on the forums telling people that wanted to run a more defensive spec on their dps toons (and tanks) that it was a waste of time and that they would never kill anything.

Rarely anything lived past ~7 seconds prior to 80+ patch, unless it was a guarded armored DoK

Lol this isn't about that the game has very fast TTK in the first place, everyone knows that the dmg is quit spikey, this is more about the fact that "best" gear availible has become less relevant while dmg hase gone up. The Devastator gear is meant to last to lvl 31. We're playing at 35.
Look at these comparisons.

Full Dev for a tank at 29: 75% dmg mitigration.
Full Dev for a tank at 35: 62% dmg mitigration.

Full Dev for a cloth at 29: 25% dmg mitigration
Full Dev for a cloth at 35: 20% dmg mitigration
