I agree that players that can't participate in the higher tiers shouldnt be traveling there for quests. I think it would be more appropriate to have extra quests for newcomers to a tier than late comers. Generally players near the end of the tier will opt to stay there so they can indulge in their advantage before getting booted to the next tier where life is harsher than it was entering the previous tier.

An idea i had was that for every character you have at max level you gain a stacking XP boost of some description. This way new players to the game still have to play through all the content at the normal rate so that they learn the game and the class but veteran members can get to end game alot quicker.

My suggestion is to make it to were you can complete the tier kill quests above your actual tier and your current tier so we have a decent level rate and still forced to RVR/SC and still not gaining too much gold(if that was the problem in the first place).

while pvp is the central point of the game it dosnt mean that pve has no purpose

It is not a bad idea at all. On live people used to grind champ rats (way more boring than doing the PvE quests imho) so they could get to the highest possible levels for each tier (some grinded straight to level 40 like myself). If PvE quests gave more XP, i would consider leveling that way (PvE quests are way more fun than killing 54165235 rats).
