I think it was if you joined an sc the left it, we could try something similar here but it would not address the current issue at hand

I think group Q should be added before a Q dodge debuff. But people leave Qs for all kinds of reasons, maybe the SC took too long to pop, and they didn't have time to play it. And probably the most important reason to be able to skip a Q is if you're doing ORVR.

30 minutes isn't long enough to totally discourage someone from playing if they just happened to have connection issues, but is long enough to discourage most rage quitters etc....

I think there was also something in place that kicked you from a scenario if you didn't take any action for 1-2 minutes? Should be lowered to around 30-60 seconds.

Quitter should be use cuz ppl can just do /stuck and leave the sc and still get xp/rr reward without doing sc
i have seen alot of ppl now having 0 of everything and they still get medallions + xp/rr reward

Normally when you left a SC during the game (there was actually a button for leaving iirc?) you got the debuff. But something similar should occur on lets say the second time when someone pops sc and clicks 'one more min' and then leaves again imo

I googled for patch notes, and "Quitter!" was introduced in 1.3.1 on live:
"Players who leave a Scenario prior to a Scenario's completion will now be given a Quitter! debuff. This debuff prevents the gain of Experience and Renown for five minutes."
This was changed in 1.3.6:
"Players with the "Quitter!" debuff will no longer suffer a penalty to Experience and Renown. Players with the "Quitter!" debuff will now be unable to queue for a Scenario until it has faded."
