listen here snowflake i may only be wearing annihilator at rr70 but i will defend every keep and fort to the death just to spite city loggers.

No. I already have grinded more than 3 full sets worth of royal crests shared between 2 toons. I like your idea but I still think a currency exchange system would be easier. The whole idea of city logging doesn't even occur to me, but I think you pointed out the real issue. That cities don't happen that often and when they do people are left out.
