When scs arent linked in with the larger realm mechanic they become a separate game.
I always thought the reason they were put in originally and were queue'd from within the specific zone was so people doing pve could access pvp and feel like they were involved in the realm. When scenarios have no impact they take away focus on the real game the realm battle.
This is why I always thought it was where the idea of premades that had no involvement with their realm and were just their guild vs the server came from. The days when rewards required success in rvr and you couldnt affect rvr enough as a solo 6 man you saw far more co-ordination and less realmless guilds. As those players that retreated into their 6 man were the ones with the drive and competitiveness that drove the realm war.

to make sc count in you have to tune them a bit before.
There needs to be a pug only sc ( or some sort of) so pugs and premades can both tradeoff in a fair fight to gain control over a map. because if the current system is used, pugs will be flamed by premades(and other pugs) if they queue up for sc when a lock is about to hit!

As long as you only count VPs from 100% "premade vs premade" and "random vs random" we could avoid the ol' PUGs being told not to queue issue. Makes little sense to count victories of unbalanced fights so no VPs vs teams wo heals as well etc

But what is the definition of a premade? I would be better, if only one or two scenarios (depending on which zone is contested) count for zone lock and for these you can´t queue as group.

Personally I'd count full 6mans vs 6man or full randoms vs random only (both) as long as they have reasonable compositions and don't lack healers/tanks (so even fights).
I hope ROR will be a brilliant game and players should be allowed to play it and enjoy it in many ways PvE, ORvR, Roleplay, Solo roam or even SCs. That implies there needs to be a role for friends running premade groups, soloers and larger guilds fielding WBs and the campaign should be there to unite them.
(It is important though that locks can't be blocked by a realm by not doing one or the other or massively doing just one.)

Even though I enjoyed domination I'm starting to think an unifying RvR system where SCs, PvE, ORvR, BOs, Keep takes and roam count may be the best long term.
I fear having mini games that don't matter or a pure zone control system (like my own sig) where ORvR "is the true RvR" will just let the cracks between different player types to continue growing.
