I'm not in-game atm, but has anyone checked if /script WindowSetShowing("EA_RvRTracker", true) brings it up?

I had no luck with this using the packet sequence listed earlier.
However, /script WindowSetShowing("EA_Window_RvRTracker", true) will bring it up.

I activated mine with Vectors Addon (I assume it does the same as what Aza said).

I can confirm that this command is working :
/script WindowSetShowing("EA_Window_RvRTracker", true)

So any chance activating it permanently on the server ?
Average gamer will not bother to search the command.Right now you have to write the command for each one of your characters to bring it up.
