You need SOME Initiative in your build, yes. You can usually get that from the stats on the gear and not have to use Talisman slots for Initiative.
Thinking about a 1% less crit chance versus a constant reduction in damage of X off of every attack/guard hit when you consider how many times you are "hit" in game right now as well as the average players (BWs included) chance to crit, makes Toughness the clear winner. Either the chance to crit is so high (BWs) due to group synergy that 1% doesn't even matter, or its so average (ev1 else) that 1% doesn't matter. Most players run about 19% chance to be crit in the current state of the game. If you are around that or lower as a tank, you're fine so long as you have all the other mitigation factors dialed up:
My opinion on stats, in order of importance, to Def RvR Tanks in the game as it stands now:
Resists > Toughness > Block > Wounds > Armor > Parry > Dodge
Resists are ezmode if you are or run with a Chosen, shammy etc.
Toughness should be as high as reasonably possible without gimping STR too badly. 500T+300Str is about the ratio (right now) for a def specced tank IMO.
Block is hard as hell to improve; however, the SC shield for Chosen gives 1% block rating - better than Wounds Regen in RvR if you have a solid team beside you IMO.
Wounds are important, but usually come from gear and Jewelry, easy to get, and you should be around 5K-5500.
Armor is improvable with Talismans; however, having the base STR is more important for the melee train and should be slotted first. Run with a DoK for Armor buff if you can, if not, L26 gear is about 1780 Armor and should be fine.
Parry for chosen is an improvable stat from Mixed Defenses and Suppression as well as a 1% straight gain from SC Shield.
Dodge - Not found a way to improve this at this point in the game; however, morale trees do have it as an improvable option. IMO it's not something I'd spend points on unless I had all the other things at Soft Cap.
TLDR: IMO - Initiative beyond 19% chance to crit, as the game is now, is not better than Toughness, Block, Wounds, or Parry for Def Specced Tank.
