People can run their warbands as they see fit. So long as they're not breaking the TOS. And how would that solve anything? You'd have a group of players roaming around in a group with no lead. And if someone is suggesting things to do, they might as well lead. The reason people don't run purely public WBs is because it's stressful and unrewarding. Imagine trying to wrangle a bunch of players without discord, some without essential add-ons and often half the wb off doing their own thing.. auto band just ensures good composition and kicks people too far away. The problem isn't leaders, there are plenty. It's just a database, pulling the information is pretty trivial with a bit of SQL knowledge. Do you use any analytic tool or something like that, or just the hits on the auth server ?

I recently tried to queue for scenarios while doing public quest, and I agree that it's hard not to be too high level when finishing the sets, but I managed to generate enough war crests to buy the PvP one (by queuing all the time). The main difference I found was that playing with a friend make the public quests a faster experience, allowing to do quests of a higher level, with better rewards, more in line with my level.
Solo would probably have been a really hard grinding time. That said, it's a MMO, so encouraging group playing does not bother me too much.

If people actually listened and supported WB leaders, there'd be tons of public WBs.
By playing? By opening their own WB and learning how to lead? By joining noob friendly guilds that run private WB's all the time?
