No Character create button when i log in

I have the the same thing as well no "create" button. I get this error

I would try and move the game folder out of your profile to another location for example to
c:\Program Files (x86) .Then right click the game folder an remove the write protected flag from the folder. After that make sure that you run the RoRLauncher.exe and the war.exe as an administrator. Your error message could be permission related.

Not sure if it's a similar issue but I have just deleted a character and tried to create one with the same name just after and it wont let me use the name.

You can´t do that immediately,this is normal. You have to wait until the next server restart, then you can do it.
