For the purpose of encouraging players to take advantage of available pve gear, yes. As it stands, people do not take advantage of this because it's easier to level through to 31 than find a group of people to complete Stalker.

Ehh, I wouldn't say it teaches people how to rvr - right now it seems to teach them how to get frustrated at the lack of players wanting to complete it. The lack of effort is there because it's not worth it to a player to complete right now (again - finding 5 other players around your level who need the hero and make up a solid 2-2-2 group is nigh impossible NA primetime™)

I definitely see your point here - it's pve armor and to get the pve armor you fight a hero. It's consistent across the board. I think this would be the main argument for keeping it as is. My counter to that is: maybe only end game pve gear should require a hero to defeat (meaning change tracker to champs as well). If the population of the server was larger (2x-3x), then I don't think you would have an issue. As it stands, I believe that the more goodies you provide along the road to T4 (like the devs have done with the new helm/shoulder set -- a really neat idea that has already seen more action in T3) that is reasonable to obtain for lower level/newer players will incentivize them to continue playing. The more people who feel the "high" of receiving a good item through coordinated effort (even between 2-3 people) will keep them coming back to the game for more of those feelings, as opposed to potentially burning out new players to the game before they even make it to T4.

If you can't bother a guild member for 2 minutes to help, then you need to work on your social skills. We're not making Set gear so easy to get all you need to do is kill a champion. Most classes can solo champs.

Rather than beat the dead horse some more, I'll lock this one.
