You are wrong. Population balance fluctuates hourly dependent on time of the day and how many people rage quit after losing a zone. Some guilds are loyal to their factions and can be found on the defense even in dire circumstances and have successfully stopped enemy pushes and locks, like Beavers on Order for example. While the Order pugs are fighting over dumping oil, they're burning and turning BOs which results in successful defenses.

Working with pug warbands is like herding cats, on either faction. Players log in, ask where the fight is and want immediate keep bag results, nevermind the fact it takes more than walking up to a keep and afk'ing at it until the alliances lock BOs and drop the siege engines. Alternatively you have pug parties on either side burning BOs out of sequence without a substantial enough group to hold it before it locks in their favor, and end up getting steamrolled by the opposing forces that does. If the pugs join in and get a keep, the T4 chat is silent. If they have to do anything more than rally to the call of "attack x keep" all hell breaks loose and they blame the alliances trying to actually get work done. That being said, please bring back realm captains.
