Moving away from bomb meta, allowing other ways to win rvr as opposed to latching onto a zerg, are good things and will only have a positive effect.
Turning war pvp into WoW? Not really, but promoting other ways of playing is a good idea and bombing just doesn't require skill (whereas - believe it or not - even WoW pvp did, and was even ESL)

Exactly. I don't think that the problem is that AOE damage is too high (arguably, a little bit too high as it should be pressure damage, not the be-all-damage), neither that the AOE caps are too high (9 feels about right in a WB context), nor the ST damage too low (raise it further and TTK strays into the RR100 era).

The problem is that the way you lock a zone caters to zerging. Class/ability changes will not solve that, as people by nature are lemmings who seek safety in a group whilst seeking the path to the least resistance (e.g. more shinies or kills). And in a zerg, AOE bombing is the best and easiest game-style, although the combination of AOE+Zerg exacerbates the issue even further.

What will change this is how lakes and pairing behave and are locked, and what one needs to do in order to lock them. That'll hopefully spread out the playerbase across the lakes and the pairings more.

At the moment RvR is like watching a group of 5-years old play football: there's the odd and lonely boy at either side of the zone guarding a "BO", whilst the other 20 run around like a group of headless chickens and blob up around wherever the ball happens to be. That cannot be how the game is meant to be played.

9 target limits was just 1 small thing that changed Along with 50% less contr from stats while all AoE tactics got nerfed between 10-30% depending on how many tstgets it could hit. CQ was completly revamped to nerf BW Sorcs but it ended up being the only class that had usre for it. While the other casters got a15% version of it. No limot hit cap was farfrom the only thing that made AoE op.

And yet, AOE bombing still remains the dominant force in spite of all those desperately needed nerfs. So, I'm not sure what your point is.
