Also in your idea this debuff should affect all players everywhere? If yes then RiP SCs, RiP PvE.
Before making ideas about balance think at least 5min before you post them.
Yes, this is the main goal, to punish those who did not come to RvR!
it is possible so that the debuff acts everywhere except RvR, so that it creates motivation.
Except that not everyone gives a damn about the zergfest RvR is.

I most certainly don’t want to go pew pew with my 84 full sov SW - all I want to play is Cities/6v6/PvE to help toons gear. Punishing players for things they cannot control is just bad game design and will hopefully not be introduced to RoR.

Rule number one : Punish players for losing, and they :
a- Stop playing.
b- Change faction.
c- Complain on forum about balance (any)
d- Accuse devs for Destro/Order Bias

Sadly (very personal opinion).
