Trying to say 1-39 doesn’t suck is just a lie or a delusion. The game truly doesn’t start till 40. The normal leveling path is faster than live. I had a semi-witty response, but hard facts are I have spent way more time "levelling" post 40 than pre-40 so, by definition, pre-40 is early game and merely "trianing". Training for what I do not know at this point.

Yeah, because groups of renown rank sixty-plus players are always willing to take in a level 25 or so player...

I actually like the point the OP is making.. But what if we take a different idea, consider making scenarios a power capped experienced by debolstering players above the highest gear level that is achievable from scenario rewards?
Considering that many scenario players are actually playing for fun and the enjoyment of a balanced by numbers battleground. So without crunching any numbers that would possibly deboster rr70+ players.. Probably hard to do and work out properly.. I can't. Perhaps caps on specific stats only..

I wasnt talking about RR 60+ players. Plenty of RR 60+ arent that good.
I also never meant to imply that finding players to carry you would be easy or even doable. The greater point you seemed to miss was that most people lose sometimes.

I actually really like T1, and 16-31. I find the scenarios broadly competitive.
I find 32-39 a bit less so. Mainly because it takes so long to get to level 40 and a level 40 armour set. That's all. Still, RvR between 32-39 is okay at that level range.

A tapered bolster in conjunction with tactic slots opening up at 9 lower levels than they do now and allowing all level 32+ players access to their m4's (along with my proposed change to allow use of every m4 available to a class without speccing into it) would give lower leveled players a fighting chance to survive and a realistic opportunity to contribute to large scale fights to include forts and in the not so distant future, city sieges.
Afaik you lose the bolster already with rank 31, not 32.
A slowly disappearing bolster sounds great, as well as giving full 4 tactic slots.
Most M4 don't play a role anyway, so 4 moral slots don't seem necessary to me.
Maybe I misunderstood you but giving specable m4 for free to low rank players is a big NO.
