Devastator Proc

Hey,

just complete my first full Devastator set, Squig version with its 5 piece proc:

On hit 25 % chance to lower target initiative + buffing your ballistics

The proc doesnt seem to work atm. Tested at mobs. Just want to be sure what gear to use.

Anyone have tried 5 piece proc at other classes?
