Question about many quests skipping steps

I am curious to whether the dev's really are interested in fixing many of the PvE quests which seem to skip steps. I am aware there is still some problems implementing some mechanics such as 'scout location', which I've heard cannot be done ATM.

However I am still seeing many, many PvE quest which are completed immediately after accepting the quest and then re-talking to that same NPC. Should I be reporting these quests as bugs or not?

There shouldn't be quests like this. Please report.
