Training Course quest

Just wanting to post a notice that the NPC Elsa Schmidt that finishes the quest Training Course seems to be missing. I know there are other quests I dean complete and that many likely noticed something like this, but I thought it best to mention it. Also of the NPC is here somewhere, can someone point me to it? I have not found that NPC yet.

It is there. At least the 100 times I've done that quest. She is next to Viktor Reise (in Grimmenhagen village).
