finding rare and better items / alternate item appearances

hello. is there any way to find blue/purple quality items and equipment, outside of RvR rewards right now? i was looking into making talismans, but RvR seems to be more about lucking into being on the side everyone swaps to for zerg and i'd rather find something that works more reliably over trying to time the feast/famine cycle of the entire team jumping sides for renown points.

also, do the "alternate appearances available" items only come from quests / RVR? i've already found a few item skins i like the look of that don't come from those sources and i'd like to use them for decoration later.
