Sorry but this is one of the worst ideas I've ever heard proposed. Here is a reason why.
I love to play tanks. On live I had RR8x of each tank in game. The reason I did that is because, yes they are "mirrored" from each other but each tank is also completely different. KBOB and Chosen share the same mechanic and with some similar abilities but at their core they are completely different tanks classes.
Now go and do what you said. Make KBOB and Chosen identical. Why should I bother having or trying any Destro or Order classes against my main faction? Why have a Chosen and a KBOB if they are exactly the same? I will just play which ever one I made first and never bother with the other faction. Why would I waste my time leveling up two of the exact same class just with a different name on it? It is pointless.
It is also ridiculous to change damage types for a class. Because Magus does magic, Engi does magic to? Why not Magus does physical because Engi does physical? Chosen no longer does spirit because KBOB doesn't do spirit? It doesn't make sense. The mirror mechanics work fine as they are now.
You are neglecting what actual issue exist by trying to make a blanketing resolution that in the end will just ruin a majority of the classes or make other classes ridiculously OP. Seriously a magic damage based engineer? Do you realize how OP that class would be? And then what you the devs have to nerf or buff other classes to make your identical mirrored class idea work properly? No.
I will stop now because I am getting worked up and frustrated over how bad this idea is lol.

Having said that i feel some abilities could be mirrored like making blade or ruin on bg into a cave in mirror so that 2h bg can be viable

I don't mind the idea of buffing completely useless spec-able abilities, like blade of ruin or avenging the dept. I don't mind the idea of making Blade of Ruin a CC skill but not the idiocy that cave-win is.

Reason: one of the special things about WAR is the non-mirror balancing across the factions. This is what all other MMOs try to avoid like the plague, as it is way harder to balance.
If you look at the other (newer) MMOs (GW, TESO, etc.), you see that they even struggle to balance a handful of mirrored classes. Those MMOs don't even have noticeable differences for defensive stats across the classes, e.g. tank-classes and glass-canons exist just on the paper.
When considering this and comparing WAR with those newer "action-MMOs", WAR has an exceptional balancing.
Mirror-balancing RoR would just lead to people quitting the game, particularly the ones that are bored by those newer MMOs with their "low-maintenance-everyone-can-do-everything-balancing".
If some classes overperform/don't work like they were originally intended, then they need to be adjusted.
Creating a boring version of WAR is obviously not the solution to fix some balancing problems...
P.S.: even SWTOR which copy&pasted a lot of stuff from WAR/DAOC has big balancing problems with his 100% mirrored classes, so this isn't even a "pro-mirror" argument.

We will never know what has been intended here - because Mark Jacobs, MMO-genius, was fired long time ago and the new team, headed by Paul Barnett was just sucks
I doubt there is enough resourses to do balance in ROR - if WAR was failed here. No offence, just fact.
SWTOR do not have balance problems - you are talking something you didn't know
Balancing 8 pairs of classes between each pair is much more easier than balancing 16 classes separatelly
No-mirror-balanced WAR died 2 years ago (and started to die literally in 1-2 month after release) - do not forget about it when talking about quiting from mirror balanced ROR
