If you have to pay 5 gold, that's most likely a bug. I've heard that when people relog after having to pay 5 gold, it only costs them about 50 silver. The respec price at R31 should be at 3 gold or so, which is still is NOT an issue considering the amount of killquests giving 75 silver now.
