Can WL Dual Wield? Seems so?

I've seen screenshots of people dual wielding as well.

My level 9 RR vendor sells level 14 one handed axes for high elves.

The Skill Journal says I can also Dual Wield.

It won't let me equip the off hand though. Its is a Main hand and off hand weapon. It is the "Hatchet of Dominion"

Can a Dev clear this up?

That is the complete opposite of what was said by Azarael in the thread i linked from in July.
