Scouts Medallions Cap?

Hi

Ive been merrily doing t2 keep seiges to get a good number of scouts medallions for when we can convert them into soldiers - just noticed that it hasnt gone above 130 medallions?

Is this and intended cap on the number of medallions, or is it because my engi is 26/30??

It's because you don't get medallions for keeps atm
