You may have set too strict rules in antivirus and/or firewall. Also some proxy servers can block certain sites or prevent downloads.

If you don't use proxy, check your browser settings (too strict settings can also block downloads) and if needed try to temporarily disable antivirus and/or firewall. If you use proxy server your only chance can be some Virtual Private Network (VPN).

If you don't want to mess with your settings, try to download files via torrent.
