Genesis Jewelry purchasing question

I just hit level 40 and ive been saving the genesis crest I didnt buy the level 36 jewelry and want to save it for the level 40s. It seems it requires me to buy the level 36 to purchase the level 40s. is this correct?

Yes this is correct.
The 36 jewelry is good and very cost effective.

Depending on your career it might not be worth to invest more genesis crests for the upgrades since it costs a lot and the stat gain is minor.
