1) Leveling gear - they changed it a lot in recent patch.
But it used to be that you should wear sets + green jewerly from "renown vendors" + weapons from them also (or some better weapons if can get). No matter the class. Probably it's still the same.
By "sets" I mean Mayhem set at 22-25, then pvp set (annihilator is it?) at around lvl30, then Ruin set at ~35 and then it's level 40 gear. Also since recently, there is new lvl 25+ dungeon that gives a new level 28 set. But may be hard to find a party, not sure.
All these sets are probably not the absolute best for intermediate levels (say, wearing Mayhem at lvl 28). But if so, "BIS for the exact level" would require doing some obscure quest chains, or specific PQs, too much bother. Just wear sets. But talismans matter, try your best to slot +11 in everything (those are cheap). For exact stat destribution, I say dont bother. At lvl40 you'll have options, like crit/no crit, more/less defensive, armor pen/no armor pen, which procs to use, but with leveling gear I dont think it is worth caring, jsut go with whatever the game gives you.
If by "BIS" you mean absolute BIS, then you will need RR70+ and 6-12k war crests to buy it. Which will take you 1-2months depending on how much and how "efficient" you play. Before this BIS gear, at lvl 40 you'll wear various lvl 40 sets that mostly come from pve (dungeons). For all of this it doesn't matter what kind of gear you used to wear while levelling, if that's what you're asking.
2) What to do - if you like SC's then by all means spam them, it's good levelling.
Also, there are those who say that you shouldnt ever do random quests, or whatever, and should delay your level 40 as much as you can. So that you ding 40 with as high renown rank as possible. I would say do not overthink it, yes, play mostly SCs but also do side stuff if you feel like it.
But keep in mind, when you hit 40 there will be a lot of suffer in pvp for you for a while, bcs no gear and no player experience. And you'll want to do a lot of pve to at least solve the gear problem
3) Professions - on you main char you want cultivating, bcs this scales with you raw playtime. I think this is the meta. And you will really need the potions, no way around it.
4) For SH spec - idk, im usually on the receiving end of you annoying gobbos, but I think first you rush Rotten Arrer (bcs healdebuff and okay dot). For renown I guess just take Futile strikes, all tiers of it you can afford. And the rest 1-9 points go into ballistic skill, then to wounds, then to weapon skill. And "respecialisation will cost" is the biggest lie ever. It's free no matter what acually.
Also try to find a noob-friendly guild, it helps a lot. But make sure to make it clear that this is not a 10th alt, but a real new player, that way they'll be more enthusiastic with noob problems.
