I'll disagree here. I really only do PvE once my character is capped to get anything to reach BiS for a specific build.

For OP: yes you can. A common gameplay loop is queue for an SC and roam in the lakes. In between, take the SC pops as you want/find fun. The IB I leveled recently was in mid to low renown 50s doing this. Haven't had any issues with crests and buying gear for wards. If you enjoy the PvE, do it, its possible it will make your time more "efficient" if you care about that. I'm not convinced it really does because you'll spend hours trying to put together a PvE group that fails to do the instance anyway, and then your time is lost anyway. So, ymmv.

Level with SCs and when you reach 40 delete the char and make a new one. Scenarios for a fresh 40 are an abysmal experience.

Not bad at all if you're a healer or tank or rdps. I'm doing it right now.

I also disagree. PvE is completely optional and I skip it on most of my characters.
