No amount of dev efforts may make anything anyhow better in this case. Those of players who can't pass "learn to play" process wont stick anyways, thats harsh but fine. No need to suffer.
Second Bambi, framework devs do should motivate grouping up and reward teamplay more. Cant catter pugging, it does no good at all. Imagine OP would meet the game back then grouping up matter way more.
Instead of making tools that allow inexperienced newbies to live a dream its much better to just ban possibilities to solo q SCs at all. Fill the /5. More people will learn a thing or two, grasp combat mechanics and how to play and thus more chances they stick

It is not premades, queu times are so long that ppl queu as 2-3 and the matchmaking system tried to match enemies 3 man vs 3 man on your side and fill with pug. It is all about players qualities and capabilities. When on enemy side stacked 3-4 solo players that knew what they are doing and on you sude end up with redeye dps wp and clueless pug it looks like you are facing premade from hell. But the truth is your side is just weaker.
And instead trying to level the playground to your level, just try to learn, grow and become better so next time you farm these 3 man pug alike grps

We always had this kind of "objective" players, that did not understand the flow of SC matches. You win a fight, you can focus on objective until the enemy reforms. If you do gain sufficient momentum, you can overwhelm the enemy and do objective. What really changed lately, is the SC weekly as it focuses now purely on the objective. I want a different objective than just "kill enemy". I love SCs for that. This is still an MMORPG. Organisation, socialising and actually playing together are supposed to be integral parts of the genre. There is already very little incentive to build anything larger than a duo or trio, because the moment you organise a proper group your queue times become significantly worse. Splitting the queues even further would only reinforce that problem and basically punish people for organising themselves in an MMO.
I completely understand that a large part of the MMORPG playerbase is older and may not have the time or desire to organise groups every evening. That's perfectly reasonable. But I don't think the solution can be to gradually turn every piece of content into exclusively PUG-oriented content.
And whether people believe it or not, I think this has consequences for the overall quality of scenarios.
From my perspective, the quality of SCs has declined significantly since the introduction of the new queue system (because it highly favours PUG gameplay due to the mentioned pairing against other premades). A lot of players entering scenarios nowadays seem to have very little ambition to actually fight as a team, or sometimes even to perform the basic responsibilities of their role. And I am not talking about advanced coordinated play here. I mean absolute fundamentals: guarding someone as a tank, assisting another DPS, throwing out a HoT as a healer, or simply paying attention to what the rest of your group is doing.
Instead, you frequently get something resembling a group of lemmings where everybody runs around doing their own thing, completely independently of any concept of teamplay.
Of course that is frustrating when you then run into an organised group. But isn't that partly the point? An organised group should have an advantage over twelve people who refuse to cooperate with each other.
The better question, in my opinion, is how the game can encourage more people to organise, communicate and improve rather than continuously redesigning the queue so that organisation matters less and less.
Because if every response to "premades are beating PUGs" is to further isolate or discourage premades, eventually there is very little reason left to form groups at all — and I don't think that is particularly healthy for an MMORPG either.

There are barely any premades left because the game caters to the solo mindset more and more. Scenarios have been heavily revamped (some of it in a good way) in favor of fairer fights and less pops for premades and people STILL blame „premades“ for their losses when probably 2 decent dps players assist off each other.
Make the queue only accept groups at all times so people have to start thinking about what they want to achieve again. Not the solo q pew pew mindset.

Anyone who wants to control how others NEED to play this way or not at all is never correct. What examples can you give about RoR catering to Solo's? Playing Solo in Scs = Queing Sc's and working with your team against Opponents. Solo play in RvR means that if you do it long enough, 1 char can be enough but more the merrier, you learn spesifics about different specs of classes you dont even play.
Also, Haha : D Very Big Chunk of the Top players have been banned, or have left this game long time ago/Very casually Play RoR because of Nostalgia and what it used to be/Could be. This is the reason Why there is few premades left who havent left, because this started with Intent to play WAR AoR with No rr100, quality of life changes etc, changes that are talked about these forums openly is how this project used to function.
Most of those threads are not even accessible anymore.... Or Someone quoted me, i try to check and " Thread is not accessible" : D This has been fine for few yeears but still ALOT of the old gold threads are not accessible to most, even if you participated.

I will never understand how, in an MMORPG, some people can be so resistant to playing in a group themselves, insist on playing solo even in a PvP wich is designed for groups - and then complain about groups. Its just absurd.

You don't understand the new matchmaking system (the best change in RoR).
If you see a prem on the opposing team, that means in 90% of cases there's also a prem on your side.
Players also have a strong tendency to exaggerate. For example, they might see what they think is a 6-man team on the opposing side, when in reality it's just a duo getting good support from other solo players.

Any proper online game has rating system of a player and matchmaking make sure that it will be equal fight, not just stomp.
