I very much doubt that... Simply because, if they would have learned their class, abilities, positioning etc, there wouldnt be such a big problem with lower gear...
I know i will be the bad guy here once again... but its pretty easy to disprove that. Just by the fact that I, and many many others, have far more than only one RR80+ character. Wich means, that we all went the way from zero again and again, in the same situation as an underequipped low level player, between high RR bis players. And still, most of us dont have such big problems. Also we do carry these new toons of guildies in our groups, to level them up. And like i mentioned before, ofc you can see a difference, but that doenst make it an issue if they know how to play. Its just not as gamebreaking as you describe it at all.
If we talk about healers, and you tell me things that positioning and detaunt is not the key to survival, you cannot outheal a DPS cause he crits you a lot (= you didnt spec futile strikes) and kill you even with guard in seconds, and that you drop willpower tactic (tremendous boost of heal output) for armor, because RP doesnt need willpower.... then i have to tell you, that your gameplay would lead to the same result with rr 80+ and gear, just because you do something wrong. And thats the point. Low lvl and gear will get compensated easyly by player and group skill. The real advantage that old players have, is their lvl of skill, and their environment of good players around them. Its not their gear in first place. And this can get gained by joining a guild, play in groups regularly instead of solo puging around, and listen to experienced players who know what they are talking about, instead of putting up aggressive resistance (wich is my main experience when someone tries to tell people what they do wrong and how to do better)
