Forced RvR flag bug

I made a fresh character to send an instructor's boon so I could reduce PvE experience gains and experience the storyline content without outlevelling it. Unfortunately, somehow I got RvR flagged and the option to "unflag" was greyed out. Being in Mordrin's Anvil I'm unsure how this could have happened.

To investigate, I made a new lvl 1 character to see what triggers the flag. This character spawned into the game already flagged, rendering my unable to find the cause. The same bug applied where I couldn't unflag as well.

I have not so much as queued for RvR and haven't left Mordrin's Anvil on either character. A third character I got to level 5 to use as a bank alt is parked in a warcamp but that shouldn't affect my entire account, right?

Does anyone have any advice or insight on how to rectify this?

Did you ever find a reason for this? It happens 95% on all my characters also - logging in at the capital city for instance, or in a non-warcamp chapter hub.
There's a couple of times it doesn't auto-flag, but I haven't been able to deduce what the causes are.

It's also annoying that the auto-flag happens if logging in at a warcamp, and when flying INTO to a warcamp from anywhere else. Even if you haven't been into RvR/Scens or healed a flagged player :/ When running pots that's an annoying 10 minute wait or risking gank squads in PvE - assuming that the "/pvp" actually works which isn't always the case.
