this, a badge will tell to newbies that person is a mentor while keep the /advice open for everyone, is best of the two world. really good idea imo.

By the way, I haven't checked closely, but is there a mentor quest tracker in the Tome of Knowledge?

This has been more and more problematic lately. A vast amount of bad actors (usually the same few people) are sitting in advice chat for hours per day intentionally misleading players, posting garbage answers, getting in to arguments with people who state anything objective and trying to replace it with their subjective/confidently wrong beliefs. It's especially prevalent when a new player asks about a class or build - i.e. people will tell that player IB/BG/Mara (the typical ones I see) are "awful classes" and should never be played when in reality these classes are S tier in most content. Also a lot of slander against organized players and scenario players - you have players telling others to NEVER queue scenarios because it's an evil game mode that the devs use to prey on newbies.

Point being: advice chat (and maybe mentor system as a whole) should be like mentor system in WoW or FF14. That means strict requirements to enter. ToK unlocks or demonstrable experience in multiple areas of the game. Some sort of threshold to keep the bad actors and disillusioned confirmation bias monsters away from those who are new and seeking proper advice.

If that is not achievable then maybe a player moderator system could be adopted like Runescape has. Where certain players can be deemed as miniature chat moderators (in Runescape these players also have elevated report priority). Give them an icon in chat next to their name or a tag or something and keep logs of what they say to keep them in check. Allow them to mute or restrict access of players who are abusing advice chat for the wrong reasons. When a player mod in Runescape breaks some rules their access to the program is revoked - should be the same here to prevent abuse of such a system.

Both systems (mentor in wow/ff14 and pmods in runescape) work rather well in my experience - I am a mentor in both those games and was a pmod in OSRS for multiple years, so I speak from experience with these systems. If the goal is to encourage players to help with PQ farming for gear, it's important not to restrict which PQs. That's why the current T1 version is bad.

*Earn x kills leading (not participating in) a warband that has 10 or more sub-40s.

Marks should be rewarded for active help, not passively joining a warband that happens to have sub-40s like the current quest. Warband leaders are the ones making the choice to include sub-40s or not, so they should be encouraged to do so. Perhaps reward warband leader tokens instead of mentor marks.

Yes, all earned progress towards the 250 Milestone will still count. :)

Have you read the terms of service at all? It says or it used to say when i read it, that you should not reply to a question in advice chat unless you know the answer. So technically they have already covered this and they have advice chat for the purpose of mentoring already. Creating a new mentor chat isn't gonna solve anything. Unless the devs actually get on and monitor it.
