Not seeing it, I specifically setup all my chars for solo roaming, its all I do and I levelled all my 80s through solo play exclusively.
I WANT WHs/WEs to open on me. The solutions are there if you build and gear for it.
If you want group centric glass cannon builds to do well solo roaming... Well... You're just doing it wrong.
Zeal, RP, AM, Sham, all tanks, Mara, WL, Engi and Mag all have great solo build options for farming WHs/WEs.
Stop refusing to play anything other than 5sov 4tri and you'll realise there are viable counter builds.

Tanks and melee healers with insane burst damage, that is not toxic? But a class with basically zero armor and a 60% down time defensive measure of stealth is toxic?
Three or four GCD death from ranged and magic is not toxic. But two stealthers together is toxic?

Or maybe, just maybe, its part of the game and you need to develop tactics to fight all. If you spec for blob play, your aoe will do well. In small man play, its trash.
Opinions like yours simply stem from a lack of understanding of the basics of the game.
The game is based on cooperation and synergy.
To kill a target, you need the assistance of two DPS (damage and utility such as OHD/IHD, etc.) and the cooperation of 1/2 tanks with utility and supporting damage, as well as their healers CC such as RP/Zeal Stagger, AM/Shaman Silence (this does not apply to a poor player without support, whom you can kill effortlessly).
I am an orthodox small-scale player and never join anything larger than 6-man (I also don't like it when a small group fights around a blob, and if the DPS does that, I quickly leave the group).
And I suggest trying out different WE specs because it's a killing machine.

Oh, I'm sorry. What did the dangerous DoT healer do to stop you from ignoring them? Or did you willingly engage with them in a 1v1 and lose and now you're mad? If you chose to engage with a solo spec and lost, that's on you. I've never been ganked and killed by a dps healer I couldn't hit flee and walk away from. Can't say the same for WE, which you can't see coming and once they're on you unless you're in a dueling spec or caught up to the blob, you're dead. There is no option to run away because the class was gifted with absurd, broken levels of sticking power.
I assume WH is the same to deal with, albeit to a much lesser extent, seeing as they weren't blessed with the bad decision of giving a stealth class a pounce that also happens to snare.
Tanks, WLs, DPS Healers, etc. all have powerful roaming specs that can go around dunking on people in a 1v1 or 1vX. The problem isn't that they're strong, the problem is that while you can choose to ignore them because you can SEE THEM COMING, you can't choose to ignore WE/WH and especially not WE due to the horseshit sticking power. Stealth IS the approach. There is a reason that live didn't give stealth classes a charge, let alone a pounce, because stealth was the gap closer, and they did just fine.

So far, you're the one here who's offended by WE/WH. As a solo player, I'm looking for these battles because they're the only opponents who don't carry pocket heals and guards. And as for who is currently the top solo killer class, you can look at the kill statistics on these classes.

Do you realize how much engineers have been nerfed for just the reasons you describe? Reduce stealth effective duration so that its long enough for a gap closer, but not long enough that you travel around in stealth. Issue solved.
