I think it's time to put an end to mindless aoe blob. What's been happening lately is a slap in the face to the game.
To my horror, 12-man teams are now aspiring to small scale!
We should start working on mechanics that make playing in a blob as unbeneficial as possible (the LoD solution of debuffing stats is the worst solution).
I suggest starting with small steps.
1. Aoe cap 9 celi - I don't need to explain why.
2. All heals in the game must go directly and exclusively to the healer party so as not to strengthen the zerg.
A. WP/DoK MB/KR - slightly stronger heal but only hits the party.
B. Shaman/AM FoDG/EoV - stronger heal but only hits the party.
C. Shaman/AM 3 target hot tactic - only hits the party.
D. RP/Zeal RoS/LA - stronger heal but only hits the party.
3. The last bonus tanks def sove affects the entire party and not others around them.
4. Reduction of aoe skills damage, especially wl/mara (although this is likely to be addressed in the upcoming dps balance patch) or doubling their CD.
First, we need to make sure that being in a blob does not give any benefits from others in the blob.

I am confused as to what exactly you find objectionable about "the blob".
Does it result in things dying too fast (per your AOE reduction comments)?
Are things not dying fast enough (per your OOP heal nerf comments)?
Or do you think that what you have above will somehow get people to split up more?
Your suggestions seem contradictory and there is no clear mechanical reason for them to break up "the blob" or reduce "blob play" or whatever you are trying to suggest become the new norm of play.
Might help if you clearly define what you are hoping to see happen (e.g. more roaming six man's) and then it can be evaluated against that.

Generally, as you may have read, this serves to:
1. Reduce AoE (standing in a group and spamming AoE should not bring benefits as the most primitive style of play).
2. Keep the game party-oriented.
3. Reduce the bonuses from healing outside the party so that the zerg does not benefit from it.

in the past the devs did reduce cap from 24 to 9 and forum listerally crashed on fire with Bombling cryuing and shouting 24/7 of WHYMMASPECZ!!!!I suggest starting with small steps.

Blobbing should feel like a bad experience for players, something they internally want to avoid. The overall idea with with LotD debuff was not that bad but it was utilized only in combat situations. How about to implement % speed debuff simulating sluggish movement of such mass?

Healers can/could still use ST hots and ST heals on others. The point is that simple solutions should not be more effective than more demanding ones.
It leads to such absurd situations that using aoe skills vs. 1 person gives a better result than ST rotation (mara/wl spin).
If no action is taken, soon everything will boil down to two blobs in the middle of the map. And we are already very close to that.
In my opinion, a more complex type of gameplay should be supported.

I would suggest aoe healing effects all warband , it more fits Your idea to support warband/ party gameplay.
I would go even further and say that htl would effects only warband/ party in with players is.
All players who stick to the group but they are not in party/warband- will get less support. Blob depersonalize players and it can be comfortable.
Strongly agree with point 4. - i dont understand why aoe skills are similar or stronger than st one. ( But maybe it will be fixed in future changes)

Ok i understand now.
I misread Your post.
My point was based on assumption playing around warband number. There would be no point to use abbilities that atm are effective multi target healings spells if its effectivnes would be reduce "only" to party.
(Normal cast)Eov/FoG would be not that effective as grp heal.
