Black Orc bugged/nerfed since live?

Hey, Gibaxh here, returning player 80rr summit official, on return 46rr.

I have a question or feedback w/e. Both "Down ya go" and "Shut yer face" is supposed to still do their damage part vs unstoppable/reoccuring cc, this was a major part of a BOs way of putting pressure on other players as far as i played and remembered it. They atleast worked that way on live, any changelog about this or reason for the change? Aswell as "Loudmouth" is supposed to proc waaaaay more?

I built majorly around BO dots (ave another one, dot weapon and loudmouth procs) on live with down ya go and shut yer face for pressure/push but this doesnt seem possible or viable in current game build?
