As a new player or simply for leveling alts this is terrible, to reach 40/40 and be useless.
If i understand correctly SCs are the WO version of competitive pvp. So why make them almost entirely gear based instead of skill only based? there is RvR for "real" gear + skill pvp.
As a newish player this is very frustrating, especially when you do no dmg with your full ritatiob and to be 1kho by rr80.
Would be hard to equalise gear for Scs? What do you think?

It's an issue of well what about the guys who have been farming gear forever should they not be rewarded Vs this system is awful for new guys.

but the vets can still have their farm of lowbies in RvR, and Sc can becomes fun for everyone that loves a fair challenge

Because gear equalization is game death.
all incentive to farm gear is removed and you will still lose to coordinated premades.
rip all those who wear specific mixes and matches of sets.

It's not terribly hard to get into full vanq right after hitting 40, and your damage will be fine. You'll never do a lot to a tank. The only reason you did okay damage to them in the 16-39 scs is because they were undergeared. If you ran into properly geared tanks in t2 scs you didnt do much damage to them either.
And there's a handful of abilities people get in the 35-40 window you don't see much in t2 which change things.

And where i said that is necessary to remove all incentive to farm fron the game? unless you count as incentive to stomp the newbies in a game mode that's supposed to be balanced.
There is a reason in most of the other games arena mode has gear netutered or a ranking mm system or both, to prevent stomps and unfun matches
As i said you can still advance your character progression and use in the other 99% of the game ,without making new players quit

Gear does play a part. but not as much as you think. unless you are fighting premades you arent ruin geared players fighting sov.
if its pug v pug its ruin geared gamers mixed with sov fighting other ruin geared players mixed with sov.

I agree with much of your sentiment here, but I think you are significantly undercounting the advantage of good gear. While I do not have the exact numbers on me at the moment, I suspect the difference in health between Vanquisher and any Sov gear is at least 1000 and maybe closer to 2000 in some cases. Even if the offensive stats were all the same, that still translates into at least one more hit that a top geared player can take before being killed which is one more hit a healer has to react to a situation. The lower sets do need to be looked at(imo) and pve to sov pipeline needs to be adjusted ASAP. but normalizing gear in SCs wont solve that. next it will be "remove consumables. sov players have them stacked and we dont, Remove RR bonuses. theyre tankier then me since they have double my RR, Remove Sov +2 and extra Mastery points in SC, they have more options then me."
i **** hate slippery slope arguments but this is one time where i feel its justified. if you want equalized battlegrounds RoR isnt the best place for it, because someone is always gonna have an advantage. and there will always be another reason why you lost, whether it be gear, skill, consume diff, RR diff, mastery Diff, balance diff, premade diff, etc etc etc.

If you are getting truly stomped in a sc, bringing those players down to Vanq gear from Sov would probably make very little difference.
Sc's are far more about skill and comp rather than gear.
Also, you say that you are a new player, which is great, but you also point out that SCs are the more competitive side of pvp. Personally I can't think of any games where a new player would expect to do well in a competitive game mode without putting in the time/effort to skill and gear up.
Sc's can be very frustrating. I would reccomend searching for a guild that likes to run 6man groups and competitive city if you want to learn the more hard-core side of the game.
