Hello everyone, just recently returning to warhammer and I kept reading about how iron breaker has a spec that it can play where it can solo roam as a S&B but also do extremely well in WB. What I’m wondering is what tank on the destruction side can do the same just as effectively or pretty close to just as effective.

Black Guard (BG) is the destro equivalent of IB.....mostly anyway, in terms of mechanics.
However, im of the opinion that all tanks can do great in a warband if they're snb, and pretty much all of them are awful solo snb.
If you're looking to have basically one set of gear that can do well in both situations, I don't think you'll have much luck. As snb, you can stack some regen gear on top of sovreign and be near unkillable 1v1 vs most classes.....but you're not really gonna be able to kill anything unless they let you kill them. You're gonna kill stuff so slowly that by the time you've worn them down to 50% and you're still sitting at 99%, they'll realise they're gonna lose and just run away.
Or more likely, some random warband will wander past during your long-ass fight and just steamroll you or your enemy.
That doesn't mean you won't get some kills - I spent time solo roaming on my BO in snb and got some kills. There are some "honourable" enemies and a bunch of "inexperienced" enemies who, once they've started a fight, will see it through to the end, win or lose. But solo roaming as snb is not fun.
I would recommend alternating snb / 2h gearsets as you level, get a feel for both styles and then see what you enjoy. If you spend most of your time in warbands, then go snb at sov. If you spend most of ur time solo / small scale, then go 2h at endgame. Then, keep playing, and get sets for both!

Well first of all It would require completely different gear setups and renown etc for solo vs wb even if you do SnB. In WB you'll want max block and stack defensive mitigation stats. As for class there isn't an equivalent in terms of efficiency to the IB on des or the other Order tanks when it comes to SnB. IB SnB is the exception to the rule which @Anstalt pointed out regarding SnB tanks.
If you look at the IB abilities through the career page you will see why, most of the good offensive stuff is still available for the SnB IB whilst the other tank classes all pretty much lose too much offense if going for SnB.
BG the mirror for example do maintain some stuff for SnB but does not have the powerful offensive scaling of the SnB IB nor Oathstone which does good damage, it could be as tanky but poor damage in comparison. Maybe a Chosen SnB since it is magical but it would be inferior to a 2H chosen or a SnB IB per your request, i've never experienced a SnB BO do any meaningful damage, they had Three Hit Combo once as SnB but it is long gone like many fun stuff on this server.
