Why exactly is Shadow Warrior considered bad?

What needs to be buffed in order to be up to par vengeance needs to be bumped to a 40% damage boost and last a bit longer .. 15 secs....every tome we have is a double edged nerf with a slight buff..... Remove some of the double edginess of a few popular tactics like maybe not make instinctive aim nerf your toughness but initiative instead to sort it instead of toughness being the most op stat in the game and we get hit hard where we literally have none..........also buff the armor pen in powerful draw to 25% armor pen... These few things can literally bring it up to par. Eye shot make it debuff and also boost a stat for you aswell when paired with vengeance by same amount weather it be wounds, ballistic or weapon skill. Shadow step remove this terrible skill and give us something that defines what makes a shadow warrior a shadow warrior like we or wh stealth mechanic where boost movement by 45% for 7-10 sec and stealth for 2-3 secs when skill is used. Close quarter lower it down a bit swap with gorilla on the talent tree for more single target builds.
