As for bias I have no vested interest in getting them nerfed beyond wanting to enjoy roaming in this game
You have to be more specific, "solo roaming" is what you enjoy.
The thing is, the classes were not designed with this in mind, some classes just happen to be stronger at it, not by design.
Their available skill set helps them, while others are quite bad at it. You can adapt to a certain degree with gear and spec but the odds will still be in favor of a few classes.
It is very unlikely that classes can be brought on equal footing for 1vs1 and no matter what you do, some classes will be ahead.
You just don't like to be occasionally on the other end. :)
It's no duelling game after all and chances to have a proper 1vs1 without better potions influencing the outcome or outsiders adding to the fight are quite small.
Dying is no option.

Enlighten us with your 100% unbiased opinion and suggestion for a solution then.

If you pay attention to the forums regularly, there is a certain pattern in Order constantly demanding nerfs for Destro classes. Just go through the pages of threads and count.
destro is just too good a faction, are you blinded by the greatness with in ??? order is just NOTHING ! oh wait, they are something, destro's entertainment.

Guerilla training is barely used by anyone as it's extremely clunky, unreliable and wastes a valuable tactic slot. Steady aim has drawbacks too, significantly increasing ap costs. Compare this to goblins who just slot tactics for speed boost + -25% from all sources and forget about them. No player input required, no drawbacks.
How is it clunky? You got 100% uptime of speedboost and not like you have to time anything, just be clicking on stance change and thats it. Goblins speedtactic is whit cooldown and comes whit chance to activate it so it might activate at the wrong time.
Shadowwarriors on the other hand can be activate when wanted and even be up 100% whit ZERO drawbacks
Gobo speed boosts are faster, guerilla training is only set at 20%.

Whilst ok tactic one gives up a valuable damage tactic for it and the stance dancing sure gets annoying after some time, it sounds nicer in theory until your fingers starts to despise you. Personally back when i was active on the SW i used to prefer enchanted arrows or 160+ bal tactic and for kiting just flee + ap pots.

Stance dance always was an abomination mechanic in all games, i whish developers would stop using it in all future games. There is just something so inherently annoying of getting your entire bar replaced.
