[Witch Hunter] Sustain / Survival

Is there any way to build a Witch Hunter to be a bit more of a brawler and be able to survive in melee longer? Especially in PvE I have a really hard time against some stronger monsters in Public Quests

Any help would be welcome, even if it isn't an optimal build for PvP, I'm curious if there's a way to survive better in PvE :?:

Spam Absolution, when out of accusations use a single Razor Strike/ Torment, then back to spamming Absolution. Constant heals/dmg from bullet going off of each Absolution, and constant 50% extra armor pen.
