I'm gonna go out on a limb here and say that creating and implementing an automatic program formula as described in the first post on this thread is a bit difficult to accomplish bug free, and that it's probably going to take a bit to ensure it goes smoothly. There probably still will be some bugs and a lot of logs/complaints/queries to go thru. RoR devs also probably want to drop this compensation on a day that works best for their schedules that revolves around their RL jobs, significant others, and kids' lives so that they can maximize response time if (when) these bugs arise.

Perhaps people need to take a step back and just chill out.
