1-yes was usable with 2h, nerfed for not a single balance reason at all
2-it's the most sub parr panic button in game due:
-require melee range (unlike kobs)
-it's not passive(unlike IB)
-can be parry/block(unlike both above)
-can be shattered (both effect and dmg reduction get shattered first unlike IB)
-require 13 pt +1 (unlike IB which have it core)
-it's not 100% update time (unlike IB)

N:B it''s still a dmg % reduction, but you need to use it on someone back need get the hand of it.
