For S&B either would work (to varying degrees). However I would suggest toughness.

IMO you want to have enough wounds talismans to be around 9.5k. Rest toughness.

even without WP buff youll be at almost 10k wounds from gear and RR leftovers alone. toughness is probably your best bet, alternatively you can get some initiative ones to get ctbc lower but toughness is likely better investment cause you will get to about -5% anyway cause you have to. If you really want to be special get strenght ones, they give parry strikethrough which can perhaps let you KD choppas and their like more easily, but im very doubtful about that being a sensible investment.
EDIT: To clarify, toughness is generally meta pick. im just trying to list any other options you could possibly justify.

RoR doesnt deserve being taken seriously.

10k+ hp, 700+ toughness. This you should aim for. Pick whatever talis to make it.

What's the consensus as far as strength goes for defensive builds? I find that under 300 it's difficult. You can't always KD from the rear, and you certainly can't always punt from the rear; and I believe you can still block/parry while knocked down.

SM midtree punt is undefendable. Don't use str talismans, can practice positioning more for KD.

400 always feels like the goldilocks zone where cc hits most of the time. getting str to 400 - 450 is more useful than getting tough to 900 or armour to 5000+
