Just revert city system like before : at least you could have frequent pop swings to push both cities, instead of the current constant zerg to get your automatic 5 star city every couple of days.
Make zerg bored pushing one star cities (the penalty for doing so was pretty effective one year ago), and start going into more healthy population numbers across the week...
Actually there is zero reason to log on other side, especially when other got zero forts taken ; you cannot even "mass' xrealm to counter and push the other city in the hours left before scheduled instances, its plain silly.
And make the new reward rules fully apply by the way ; currently the scheduling system allow zero chance for one and 2 stars city (timer is too long between two instances), you always got at least a 3 or 4 stars minimum.
Before, pushing forts, defending forts, and doing whole city instances meant something ; it was the difference between getting your sov in 1 month or one year.
Now it's simply who zerg the hardest reap all rewards, or close to that. Fort non-capped attackers are also part of the issue.

As an NA player I got into my first city since the change last weekend. It's ok since you get ample crests elsewhere, unless you miss that game mode.
I do think the new system has promoted a one side zerg due to the weekly as well as being guaranteed a minimum 4* city. Before, the uselessness of 2* cities constantly would force an occasional reset of the paradigm.
Further increase AAO incentives and change the weekly from conquer and defend to participate and increase to like 8 or 10 keeps. Also, maybe slow the rate of star building so you get lousy 2* cities if the same side keeps pushing.
Also, order just had almost a year in the driver's seat, let destro play for a while.

This........I applaud the Devs for working to find ways to spice things up. But I think the system should go back to pushing zones to unlock forts to unlock City. Instead of scheduled city.......seemed more interesting and challenging to see who could get to which city. The main problem is the new scheduled city siege system. Like WB leader i have not any reason to push more in RVR, why i must do it if i will not push for city? It is more easy play only to defend keeps/forts/city instead of attack and get wiped assaulting a keep. In other hand, if i see i can't play the scheduled city, the result of the campaign is irrelevant to me.
The RVR is bored now, i remember when we have to push for city, and be nervous about if the siege will work or not, because we want play city, now all the game is about obtain war crest. Another thing i was missing is stay alert on soronline.us or twicht and check the front line status, or come back fast to house from job because the last Fortress is falling... now ROR is like all the games, lost its mark of singularity.
Since this was released, only there was only 14 city sieges in 38 days. I play only 2 city sieges in 38 days, and before the patch i was playing 2-3 citys per week (and similar from my guild mates). Tercio was doing 2-3 City WBs per week before the patch, and since the patch we only did 6x 12 man groups and 2x 6 man groups. Even in 03-04-2022 a 12 man was not able to queue because the city don't pop because there was not players online

I know the devs are trying to do the best for the game, but i think they are not listening to the players (similar to NB ban)

The new city system for me does not work well:
1. Destro seems to have a more active pug population leading to the city always being Altdorf ( + xrealming)
2. The selected city times are mostly at times I can't play, I don't know why more are not scheduled for EU primetime, the schedule doesn't make much sense to me. I think they are just equally spaced out rather than say at EU and NA primetime slots.
3. RvR campaign loses meaning
bonus: The new update for crests in city is good!
Solutions:
1. Revert back to old system (adds meaning to RvR campaign)
2. Rotate the cities by default (for fairness, RvR campaign lost meaning anyway at this point)
3. Schedule more cities during primetime windows rather than equally spacing them out
