How to form an alliance?

We have the name and both guild leaders. At first it said the other leader declined it then after some box checking it doesnt do anything including forming the alliance. Guilds are 11 and 20 respectively.

I remember hearing people talk about having to spam this attempt many times, even hundreds of times, before it would work. If that bug is still present, you may need to just keep trying over and over until it goes through.

Going by discord the other night, the bug is very much still there and you just have to keep on trying.
