I have tried without addons and with addons and problem is still there.
I've tried all fixes that are aviable on the forum.
Is this a common problem that more people is having?
Doesnt change if i lower resolution.
It only occurs when im moving aroun and when standing still I dont notice it.

I had long talks with someone who also had this, we tried loads of things, even tried the game on linux and he still had the same stutters when in warband. He finally fixed it with the BIOS RAM settings, super weird that this caused it, but it worked:

Thats what he wrote:the other thing that can cause frametime spikes at some intervals in warband is the Enemy addon. namely it likes to write everything to the disk. All the people you encountered in RvR and so on. it will save everything under user/settings in its savedvariable.lua file and if it gets bigger by time it will start causing issues like these. if the file is more than 400KB in size it can start causing issues. I have same issues in 6man and warband.
I can check bios when i get home.

-Other things to try are the CPU affinity. Maybe give less cores to WAR.exe so it wont switch between cores and boosts
-Forcing GPU to performance mode, maybe it goes to idle clocks at times as this game doesnt require much of GPU.
-Close the launcher after you launched the game is another one to try.

I have the same problem but I'm not on AMD, had the issue for years, also tried everything on the forum, no addons, removing dmg numbers that pop up on screen, playing with dx12 etc. It always start to stutter when you take dmg or deal dmg.
Restarting the game helps, until I swap zone
Should add that most of my WB fights is 1 Guild wb vs Multiple wb's, WB vs WB is very rarely laggy, but it happens as well in city

I didnt have this issue on my Intel cpu wierd enough. Something is iffy for sure.

I typically go with the last number with whatever CPU you have. This avoids other badly coded programs and the OS which has a tendency to use 1-2. So if you have 1-4, try 4. While this varies, your last is typically your least busy processor.
That being said, the war exe doesnt wander in my experience. It almost always sticks to the same proc and you can monitor for congestion there. If you truly suspect a CPU versus a GPU issue, I'd also recommend investigating if you have any overheating problems.......... All my recent issues were resolved by replacing a failing fan and good old fashion overclocking,

Im not overclocking my cpu since i dont play very demanding games ATM
