Welcome to RoR!
For most classes, Vanquisher set is when you become somewhat competitive in RvR. You are still on the lower end, and need to play properly to survive/win, but Vanq is when you stop being dogmeat.
Depending on how you got to rank 40, it can take up to a month of casual playing to get the whole set. Much less if you have support (other toons, guild that runs warbands etc.)
Just a heads up: Vanq Gloves and Boots are now BoE, so you could ask a guildie with a bajillion vanq meds to get these for you.
It looks like it's quite a hassle but trust me, this is way better than it used to be (gold bag now gives 10 vanq meds, used to give 5). Also once you get Vanq set, RvR bags and city instances give invader medallions. And thanks to the reduced price of Invader, with a few lucky zones/cities you can be 6-piece Invader in another month. Once you're in Inv you are competitive, depending on class/spec.
Until you get to Vanq, I strongly suggest you stay with your faction zerg, play defensively, and practice positioning. Learn when to charge and when to pull back, regardless of what your blob is doing (for example: if you are 50 pug players but an organised 24-man charges into your flank, just run).
Hope this info helps a bit. Good luck!
