/effigy and "Edit" (of course, it works for hostile and friendly targets )

• "Labels" tab

• and type "lvl" or "level" or something that describes the word level in the left box

• ENTER

• (if you already create it, you can open the right drop down to edit)

Hey,

unfortunately, it isn't possible to show the Effigy health bar above all enemies. Also it's not possible to modify the standard vanilla overhead health bars that comes with RoR.
