At the contrary, I think the "stuck at 0 mmr" syndrome is the main issue, since when you cannot see any progress toward intended goal (here the 1k barrier), you feel like wasting your time, whereas other game modes are less stressful and more rewarding, regardless of your level and class.
While you can do normal SCs, RvR and dungeons with pretty much any class and with minimal stuff, but the requirements for ranked being so high + you get penalized for losing is the drop over the glass of water to me, and I guess for many others around.
A good chunk of the playerbase wont go into ranked for other reasons (no interest in the game mode / rewards, no appropriate gear, underestimated skill or "unfitting class" feeling), but there is simply too much stress playing ranked, and no incentive to queue ever again after a loss, it's simply not worth the hassle for many players.
The mmr system should either be invisible to players, and used purely for matchmaking purposes, or tweaked in order to ease the grind for less hardcore players, at least in the first weeks, to grow a solid and regular playerbase to ranked, wich could be sorted after a while with a mmr system.
But in this situation there is no other option than to give a shorter stick to the carrot (easier to get to the 1k and/or remove it), and keep the players in with a better sense of progression (no penalty to mmr until 1k mark ?) ; otherwise the playerbase will be far too thin to ensure this game mode perennity on the long term, and you will then face the "first in, first out" effect, where every hardcord and regular players will quit because either they got all the stuff on their toons, or there is no further meat to grind in the machine to keep them playing.
