Talisman Making Questions

I started Talisman and Scavenging. I am now at Talisman Making 46.
My questions:

- I installed "CraftValueTip", It shows "POWER" and "EFFECT". What does these two mean?

- "EFFECT" seems to be related to the rarity (white = 37, green = 38, blue = 39, purple = 40)

- "POWER" seems to rise with level: Level 1 = 2 Power, Level 25 = 4 Power.

- When I am at Talisman Making 46, should I now destroy all Fragments level 1? Even the blue ones? Or are they still valuable compared to a white 25 Fragment?

- What effects the leveling success? Even if I use 25 fragment, Curio and Dust, I have a hard time leveling further (now at 46). Much more fails thean successes. I only have access to level 1 container and level 1 Magic Essence, because I have to buy them at the vendor. They never dropped until now.

Depending on what gold essence, magic essence, or curio you use increases the final stat of the talisman fragment (and minimum level requirement).

The rarity of the fragment increases the base stats you'll get out of making a talisman.

Green and white fragments are unbelievably common and not needed to keep outside of leveling or if you are poor and desperate for talismans.

Keep all blues. Even rank 1 blues will sell for a gold on the AH depending on the current supply.
