Tier 4 PQ Set - where is the vendor

Hi all,

Where can I find a vendor for the T4 PQ set (Ruin Set) for Order? There was no issue for me finding vendors for PQ sets for T2 and T3 but for this T4 I can't find and I was searching in Reikland and Praag with my 31lvl char...
THX in advance for the info.

They are in Altdorf War Quarter but on the other side of the map as the pvp vendors (the opposite big square)
